6.4.1995 – Report for the House and Senate about the proposed labeling bill. WHEREAS, ladies and gentlemen deputies and senators, the fruits of the earth and the sea vary from the very good to the very bad according to where they are produced or caught, and that the Italian ones are the best in the world, it is essential to be able to distinguish them. In fact, today the unsuspecting citizen, seeing products from so many places mixed together on the sales counters, cannot explain the differences in taste and is losing the memory of a number of fundamental flavors, because food is transversal to all human activities, and cultures are formed for the most part precisely in the convivial sphere. Thus, products of the highest quality that no form of agriculture or animal husbandry, no matter how shrewd or skillful, could ever recreate under different environmental conditions are disappearing from eating habits. Products gradually supplanted by other increasingly shoddy and mystified ones, which have generated the flattening of tastes especially in the new generations, helpless because they lack a historical memory that allows comparisons. A situation that has severely damaged Italian trade and production and that hampers producers who would like to try their hand at quality production, because they would incur costs that the market, being unable to distinguish, would not return. Serious anomalies that need to be remedied through a law allowing analytical qualification of retail products through explanatory signs or labels. A law that would have a huge economic impact in Italy, given the unparalleled quality of our products. A level of quality that we have, not only the right, but the duty to guarantee to the people of other countries as well.
Proposed Law for Food Labeling in Retailing.Art 1. Fruits, vegetables, meat, fish, shellfish, foodstuffs all, even mixed and fractionated, in commerce, must bear a label or, if in bulk, a sign, visible, legible and unambiguous, showing their name in Italian and, in the language of the country of destination, the components, the municipality, the region, the country, the producing company and the mode of production, harvesting, fishing or hunting.”
